Information about EoI /tender
Expression of Interest (EoI) is re-invited in two Bid System (Technical Bid &
Financial Bid) f rom registered and reputed agencies/firms/companies/fabricators which has
good experience in establishment/ running/ maintenance of tissue culture laboratory for
production of tissue cultured plantlets/plants.
This EoI is invited to maintain, run and produce tissue cultured plantlets/plants under
Public Private Partnership (PPP) mode for already established and well equipped ISO
certified Tissue Culture Laboratory (TCL) at Bihar Agricultural College (BAC), Sabour
under Bihar Agricultural University (BAU), Sabour, Bhagalpur having capacity to produce
more than one million saplings per annum available. Initially the production would involve
banana saplings but later on may be asked for other horticultural crops/plants/ too.
The bidders are requested to read the document carefully and ensure compliance with
all specifications/ instructions herein. Non-compliance with specifications/instructions in this
document may disqualify the bidders from the tender exercise. BAU, Sabour reserves the
right to select the item (in single or multiple) or to reject the tender wholly or partly without
assigning any reason. Incomplete tenders, amendments, alternation, overwriting in tender
documents are liable to be rejected. Bidder may like to visit TCL to have knowledge and
present situation of TCL.
D. General Terms and Conditions:
1. Bihar Agricultural University, Sabour, Bhagalpur (Bihar) invites EOI under two
bid System (Technical Bid and Financial Bid).
2. Information / notice regarding this EoI/ tender may be seen at university website
(www.bausabour.ac.in) and tender document may be downloaded from the same
website.
3. Tender document fee and Earnest Money Deposit (EMD)/bid security as
mentioned above must be in favour of The Comptroller, BAU, Sabour and payable
at SBI, Sabour. No interest is payable on EMD/Bid Security. MSME / Starts up
may be given exemption as per rule on the basis of attached valid certificate issued
to respective bidder as per applicability and the purpose for which it is issued.
4. All conditions and parameters will be evaluated with reference to the supporting
documents available with bid/tender.
5. The University reserves the right to reject any/all applications without assigning
any reason whatsoever it may be.
6. Details of date and time of bid downloading, pre bid meeting, bid opening etc. is
mentioned above.
7. Tender must be submitted on or before the date and time mentioned above. The
department/ tendering authority does not take any responsibility for the delay/ non
submission of tender.
8. The bidders shall attach signed with date, sealed copies of all the relevant/required
certificates, documents etc. in support of the claim. Attached copies should be
legible and clear.
9. The Technical Bid and Financial Bid needs to be filled-in properly and must be
packed in two separate envelops namely “Technical Bid” and “Financial Bid”
10. Corrigendum /Addendum, if any, will be published on university website i.e.
www.bausabour.ac.in only.
11. The bidder shall send the bid envelope as per process given in the tender
documents.
12. The bidder shall sign all the supporting documents owing the responsibility for
their correctness / authenticity. The bidder must attach all the required documents
as per requirement. Attached copies should be legible and clear.
13. Bid must be signed separately by each partner thereof or in the event of the
absence of any partner, it must be signed on his behalf by a person holding a power
of attorney authorizing him to do so or in the case of a company, a tender be signed
in the manner laid down in the said Company's Article of the Association. The
