Description: Selection of an Implementing Agency (IA) for “Design, Development, and Implementation of Integrated Process Management System” for the Water Resources Department, Government of Assam
Reference No.:
1. The State of Assam, through the Government of India, has received financing from the World Bank towards the cost of the Assam Integrated River Basin Management Program (AIRBMP) and intends to apply part of the proceeds for consulting services required for the project.
2. Flood and River Erosion Management Agency of Assam (FREMAA) is the Project Management Unit (PMU) with Water Resources Department (WRD) and Assam State Disaster Management Authority (ASDMA) as the Project Implementing Units (PIU) for the AIRBMP.
3. The objective of engaging the Implementing Agency (IA) is to develop a unified and integrated platform leveraging state-of-the-art technologies and methodologies, including microservices based architecture, business intelligence tools, Agile practices and DevOps tools. The IPMS will be integrated with several internal and external applications such as (but not limited to) DSS, GIS, WRIMS, WRAMS, Fin Assam, Assam Tenders, Sewa Setu, CM Dashboard, Payment gateways, Meri Pehchaan, etc. offering significant benefits in workflow automation and decision-making. By automating and streamlining these processes, IPMS is envisaged to greatly enhance the operational efficiency, transparency, and effective execution and monitoring of projects within the Water Resources Department (WRD), Assam.
4. Chief Engineer, WRD now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Annex-I provides the draft Terms of Reference of the assignment. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following information is requested:
