Description - Description: The State Comptroller is empowered by C.G.S.§ 5-259 to arrange and procure a "group hospitalization and medical and surgical insurance plan" for employees and retirees of the State of Connecticut. The Healthcare Policy & Benefits Servic es Division (“HPBSD”) of the OSC administers the State healthcare coverage program for employees and retirees.
