CORPORATE OFFICE, THRISSUR DEPARTMENT: INFORMATION TECHNOLOGY RFP No: RFP/007/2023-24 Dated: 8th January 2023 RFP for Supply and Installation of Branch Routers Scope/Requirement RFP for the supply and installation of the Routers with the quantity and specifications mentioned in this document. The broad scope of this procurement of branch routers is given below. Make Minimum Specifications required Numbers Branch access routers 200 Mbps encryption throughput. Minimum 4 numbers of RJ45 copper Ethernet routable L3 ports. Security features encryption, firewall, NAT, and VPNs. WAN routing BGP, OSPF and MPLS. 3 Years Warranty 260 Scope of Work 1 Supply, installation, configuration and operationalization. This includes mounting/placing and replacing of existing Router. Three-year warranty/support (including hardware and Operating System/Firmware etc.) with back-to-back support from the OEM. 2 The Bidder shall deliver Routers at the 240 locations from the complete DLB Branch list (Annexure – 1) . Exact locations will be provided at the time of the Purchase Order. 3 The Configuration of existing old Routers should be erased, dismantled, and taken back from the premises (Buy Back). 4 All necessary connecting cables (except Ethernet patch cords), rack mounting kit and other accessories need to be supplied. The bidder shall also be responsible for other related activities such as transportation, loading, unloading, unpacking, operation, inspection etc. 5 The successful bidder needs to coordinate with the respective DLB NOC/Branches with respect to installation. The Bidder will be the single point of contact for the DLB. 6 Successful bidder will be responsible for affixing asset tags, submitting Branch wise serial numbers, and providing warranty details to the DLB. Payment Terms: 70% after delivery and 30% after installation. Eligibility Criteria for Bidder Sl. Eligibility Documents need to be submitted. 1 The bidder must be an IT Services Provider or IT System Integrator company registered in India under the Companies Act 1956/2013. The bidder should also be registered with GSTN. Bids under consortium arrangement are not allowed. Supporting documents with a GSTN number. 2 The bidder should have a minimum turnover of Rs. 30 Crores in each year for the last two audited Financial Years in relevant services and The Bidder should have made net profit in each of the last financial year. Copy of the audit Annual Reports and /or certificate of the Chartered Accountant for the last two financial Years. 3 The Bidder should have a minimum of five countrywide support/service office facilities and have been a partner of the OEM for the last three years .Documentary proof with the address of the offices and OEM certificate is to be submitted. 4 The Bidder should have carried out minimum of three pan-India rollouts in the last five years. Documentary proof. Installation Location The Bidder should deliver and install Routers at 240 locations from the complete DLB branch list. The list of 240 locations will be provided at the time of Purchase Order issuance. These 240 locations will be chosen from the total DLB branch list, which is provided in Annexure – 1. Buy Back The existing router should be taken back by the Bidder, as in the buy-back model. The configuration of existing old Routers should be erased, the router should be dismantled, and taken back from the premises. Models of existing Routers available in DLB Branches are mentioned below. HP/3Com MSR 20-10 HP/3Com MSR 20-11 HP/3Com MSR 20-12 HP MSR 931 Evaluation of Bids The Technical Bid should necessarily contain all Technical details and other terms and condition of RFP. Bidder’s proposal should conform to the contents and format of the of the RFP .Proposals not conforming to the specifications may be rejected summarily. Any incomplete or ambiguous terms/conditions will disqualify the offer. The Technical Bid / Scope of the Work submitted by the Bidder will be evaluated based on the terms and conditions of the RFP. Detailed technical evaluation will include, scrutiny of company profile, technical and functional information of proposed software/service solution, system demonstration of proposed solution, reference calls and site visits. 1. To meet DLB's requirements, as spelt out in this Bid Document, the selected Bidder must have the requisite experience and expertise in providing services in the field of information and communication technology, the technical know-how, and the financial ability that would be required to successfully set-up the required infrastructure and provide the services sought by DLB. 2. A screening committee constituted by DLB for the purpose of selection of the successful Bidder, would evaluate Bids. 3. The proposals will be evaluated in stages. In the first stage, i.e. Technical Evaluation of the Bidders will be done. In the second stage commercial bids would be evaluated and commercial negotiation will be conducted only with the technically qualified bidders in this stage. 4. Each Bidder acknowledges and accepts that DLB may, in its absolute discretion, apply whatever criteria it deems appropriate in the selection of vendor/bidder, not limited to those selection criteria set out in this RFP document. 5. DLB reserves the right to modify / amend the evaluation process at any time during the Bid process, without assigning any reason, whatsoever, and without any requirement of intimating the Bidders of any such change.
