Annexure -I Bank’s Terms & Conditions for AMC of Hardware Support Services: I. The vendor must be able to provide comprehensive AMC services at all locations under Paschim Medinipur Circle. II. The contract will be on a comprehensive basis inclusive of repairs and replacement of spare parts without extra charges (this excludes physical damage). The contract will be effective for a period of one year with effect from 01.06.2024. III. The AMC shall be awarded initially for a period of one year with the option to further renew for a further another 1 year with the same terms and conditions and rates, if bank is satisfied with the services, and which shall be in accordance with the requirement of the Bank. IV. No demand for revision of rates on any account shall be entertained during the contract period. V. Bidder to provide a list of engineers, who will look after the Hardware AMC of all the branches/offices falling under PNB Paschim Medinipur Circle, with their contact numbers, EPFO & ESIC numbers, along with address of local offices, Regional Office, Zonal office and Head Office. An escalation matrix is also required to be submitted by the bidder up to the highest level. VI. Bidder to prepare inventory branch/ office wise of all the hardware items present thereof, once the AMC is awarded, on the format provided by bank, in the respective branches/offices of the PNB Kolkata Circle. The inventory should be prepared in 3 copies duly signed by the Branch Incumbent/Head of the Department and vendor representative. One copy of each of the inventory should be submitted to the Branch/ Office, Circle Office ITD and one copy to be retained by the vendor. Vendor should submit the copies of the inventory to circle office ITD. VII. Detailed draft Service Level Agreement (SLA) enclosed as Annexure - II. VIII. Certificate from at least five clients for the current period. Out of which two clients should be Banks with each client maintaining not less than 500 desktops/laptops per year. Certificates from other Circles of our Bank is also acceptable. IX. This tender is not transferable and under no circumstances, the successful bidder shall be allowed to sub-contract with any other person and party. X. The bank reserves the right to reject any quotation without assigning any reason thereof. XI. The bank reserves the right to discontinue the AMC without assigning any reason whatsoever. For the same Bank will give a one month notice period. XII. Successful bidder should place one resident engineer at Circle Office Working hours 09:30 hours to 20:00 hours) of the Bank on all working days. XIII. The sealed quotations must be submitted by 08.05.2024 up to 3:30 P.M. XIV. Sealed quotations will be opened on 10.05.2024 at 4.30 PM at Circle Office, Paschim Medinipur. All bidders are requested to remain present at the above time & venue. No separate intimation will be sent for bid opening. XV. SLA is to be executed by the successful bidder within 7 days of the awarding of the contract. XVI. TENDER VALUE: NIL. XVII. Commercial bid or price bid will be opened only for those vendors who will qualify (eligibility criteria) for the technical bid. The score of the technical bid will be considered while choosing L1 vendor. XX. The Bank may call L1 or L2 vendor (As per the Bank’s discretion) to negotiate the rates provided after checking price feasibility with the competent authority. XXI. Final evaluation will be done based on the final score of Commercial & Technical scrutiny. XXII. MSME Bidder will not get any relaxation for turnover & year of experience. XXIII. Minimum rate for quotation will be 6% of the hardware cost after RA (Rs. 2,56,98,362.00). Vendors may quote above this percentage also. 1: : ELIGIBILITY CRITERIA I. Composition of the tenderers - The AMC & FMS provider should be a limited or Private Limited Company or registered partnership firm, or a LLP governed by the Limited Liability Partnership Act 2008. Tenderers should have applicable tax registrations (PAN, TAN, GSTN etc.) supported by documentary evidence. II. Past experience- The tenderer must have a minimum of 5 years of experience of successfully executing similar works (AMC / FMS of computer hardware and peripherals) during last 5 years ending last day of month before the one of which applications are invited. Out of these 5 years, the tenderer must have 5 years’ experience of providing AMC & FMS service of computer hardware and peripherals to at least one Financial Institution/Bank/Government Sector/PSU. Tenderers must furnish their client list showing details of work carried out by them during the last 5 years. III. Minimum value of each completed work: The tenderer should have experience of having successfully completed similar works (AMC / FMS of computer hardware and peripherals) during last 5 years ending last day of month before the one of which applications are invited in either of the following ways a) One similar work costing not less than the amount equal to Rs. 25,00,000/- or, b) Two similar completed works each costing not less than the amount equal to Rs. 15,00,000/- or, c) Three similar completed works each costing not less than the amount equal to Rs. 10,00,000/- Tenderers must furnish their client list showing details of work carried out by them for 5 years along with the copy of Work orders. IV. Annual turnover- The tenderer should have a minimum yearly turnover of 2 crore from FMS/AMC services with net profit and positive net worth in each of the last three years (i.e. 2020-2021, 2021- 22 and 2022-23) supported by an audited statement of accounts. Revenue/turnover from AMC/FMS business should clearly be mentioned in the financial statements |
