CLARIFICATION TO THE QUERIES/REQUESTS MADE BY BIDDERS

Tender for the Work of Raw Coal Transportation from Gondegaon Mine of Western
Coalfields Limited (WCL) To Khaperkheda TPS of Mahagenco
This is to inform all bidders that there are following changes in Qualifying Requirements and
Terms & Conditions of the tender.
5.0 QUALIFYING REQUIREMENTS FOR BIDDERS:
5.1 : Work orders & Experience Certificates
The bidder should have experience of having successfully completed similar works (Similar
works means transportation of coal/overburden/Ash/sand) during last 7 years ending last
day of month previous to the one in which application are invited should be either of the
following
a. Three similar completed works of transportation of said material each costing not less
than the amount equal to 40 % of the estimated cost
or
b. Two similar completed works of transportation of said material each costing not less
than the amount equal to 50% of the estimated cost
or
c. One similar completed work of transportation of said material costing not less than
the amount equal to 80 % of the estimated cost
Note:
i. The bidder must produce attested Xerox copies of firm work orders, certificates of
work completion / experience certificate of actual works (quantity & amount)
executed etc. towards experience from MSPGCL/NTPC/State Electricity Boards/
Central Power Generation Company/ coal subsidiaries/Public sector undertaking or
end user failing which the offer will not be considered.
ii. Work Experience of Joint Venture will also be considered for individual member if
applied in an individual capacity provided bidder should attach the JV agreement.
iii. By virtue of consortium agreement, the lead partner of the consortium who has
looked after the work awarded to the consortium would be eligible for bidding along
with experience gain in the capacity as consortium leader. However, other partner of
consortium would not be entitled to get the benefit of said consortium of them for
this present tender.
iv. The bidder must submit the experience certificate showing transportation value in Rs.
& quantity transported separately.
v. Multiple orders with one combined experience certificate for total quantity will not
be considered. However certificate should establish one to one relationship regarding
work order, quantity & amount. Bidder shall submit one to one order & certificate
stating quantity & amount of transportation.
vi. Credentials of washery operating contractors will not be accepted in the present
work. The bids of those bidders will be summarily rejected if such bidders found to be
directly involved in the business of coal washery operations. The bidder have to
furnish an irrevocable undertaking to this effect in the prescribed format with the bid.
Washery operators shall not be allowed to participate in the tender by forming joint
venture / consortium
QR 5.2 Average Annual Financial Turnover:
The Average annual financial turnover of the bidder/each consortium member/each
JV partner during the last three years, ending 31st March of the previous financial year
should be as follows:

In support of this the bidder shall submit the annual audited account certified by the
statutory Auditor in case of company & where accounts are not required to be audited
under any law it shall be certified by the chartered Accountant. Every certificate issued
by Chartered Accountant must have UDIN mentioned on it.
5.3 Availability of tippers & pay loaders:

Note: The numbers of tippers are indicative. The contractor has to deploy the tippers
according to the mine/ road / CHP/coal availability at WCL to fulfil the daily & monthly
quantity as per requirement of TPS.
a) The bidder should submit an undertaking in the form of an affidavit in the prescribed
format to deploy matching equipments/ tippers/ Pay-loaders.
b) Bidder has to attach the statutory document latest registration particular with latest
road tax paid mentioned in it and to be signed & issued by RTO authority for each
tipper (owned) proving the vehicle is on road till date.
c) Further bidder has to attach ownership document of tipper & pay-loader (owned)
which are RC book / insurance copy and latest vehicle particulars for a particular
vehicle mentioned in Affidavit.
(5.4) CONSORTIUM/JV:
In case of consortium/JV, total number of partners including lead partner should be
limited to two numbers (2 Nos.). Two companies / contractors participating in the bid
as consortium/JV will be allowed provided proper documents submitted regarding
participation details, banker’s name, execution of works with details of contribution of
each and other relevant details etc.
In case the bid is submitted by a consortium/JV, the following requirements shall be
complied with:
i. All members of the consortium/JV shall be liable jointly and severally for
discharge of the obligations under the tender and execution of the contract,
in case the bid is found to be successful. A copy of the agreement executed
among all the members with relevant clause to this effect shall be submitted
along with the bid.
ii. All the documents under the bid shall be signed by one of the consortium/JV
member who shall be duly authorized by the other member through a Power
of Attorney to execute the documents on behalf of the consortium, as the
lead member.
