OPEN TENDER NOTICE
Sealed tenders containing two envelope are invited by Goa State Co-operative Milk
Producers’ Union Limited, Curti Ponda Goa for supply of Cattle Feed from Reputed
Manufactures/Suppliers.
Note: 1] Detailed specifications of Cattle Feed along with tender terms and
conditions are enclosed with the tender form.
2] Cost of the Tender Form is Rs. 1000/- .
1] Tender form will be issued from 06/10/2023 upto 19/10/2023 upto 05.00 P.M
working days during office hours.
2] Last date of submission of Tender Form is 19/10/2023 upto 05.00 P.M.
3] Place: Goa State Co-op. Milk Producers’ Union Ltd., Curti Ponda Goa.
4] Date of opening of Tender is 20/10/2023 at 11.00 A.M.
The Goa Milk Union reserves the right to accept or reject any or all the tenders
without assigning any reason whatsoever.

SEALED TENDER FOR SUPPLY OF CATTLE FEED FOR GOA DAIRY PLANT.
TWO ENVELOPE METHOD
The tender shall be submitted in the two envelopes method. One of which will be called
“Envelope of Technical Offer” and other one a “Commercial Envelope” or “Envelope of
Rates”.
1. The envelope of Technical offer shall contain the following documents:
(a) Cash receipt / Demand Draft / NEFT / RTGS details of Rs.1000/- as a Tender
Form fees.
(b) EMD amount Rs. 60,000/- as per statement below By way of Cash receipt or
Demand Draft / Nationalised Bank Guarantee having minimum 6 month validity on the
value quoted against each item in the Commercial envelop or Envelope of Rates. DD in
favour of Managing Director, Goa State Co-operative Milk Producers’ Union Limited,
payable at Ponda Goa. NEFT / RTGS details if amount is transferred online. Copy of
MSME Certificate if opted for exemption.

4. Copy of PAN card.
5. Valid registration certificate from competent Authorities governing the field fo operation.
6. BIS Registration Certificate (optional)
7. The Balance Sheet of the last three financial year duly certified by Chartered Accountant,
which shall not be less than Rs. 1 crore per month.
8. GSTN Certificate.
9. Copy of ITR (latest Income Tax returns).
10. Pollution certificate issued by the Pollution Control Board.
11. Boiler Inspection Certificate
12. Valid Molasses License
13. Documentary evidence to substantiate that, the bidder is a reputed manufacturer of Cattle
Feed, having experience at least 5 years.
14. The Small Industries Corporation registration certificate (MSME) is applicable for EMD
exemption.
15. Undertaking stating no legal suit/criminal case pending or contemplated or legal notice
having been served to this effect against the Proprietor of the Agency or any of its Directors
( in case of Pvt .Ltd. Company/partnership firm) on grounds of moral turpitude or for
violation of any of the laws in- force and that he/she/they are not black listed on any account
by any Government organization needs to be submitted by the bidder.
16. Mode of payment towards cost of the Tender Document, EMD.
17. Suppliers has to provide MOU with concern manufacturer from which he would supply
Cattle Feed. Also he should produce above documents (from 2 to 17) from concerned
manufacturer.
INSTRUCTION TO MANUFACTURER OF CATTLE FEED
1. The intending bidder must quote the lowest bid & tender for period of 12 months.
2. The intending bidder must read terms & conditions carefully, he should only submit his bid
if he considers himself eligible and is in possession of all the documents required.
3. The information and instruction for bidders posted on GMU website shall form part of bid
documents.
4. The bid documents consisting of quality (specification), quantity of Cattle Feed is uploaded
on the official web site.
5. The bidders shall quote the lowest bid, including GST, @ 18%, entry tax, cess etc if any on
the quantity supplied.
6. It is the responsibilty of the bidder to ensure the credit of Tender Document fees and EMD
into the respective receiving bank accounts of GMU via various modes of payment
mentioned above, on or before last date and time of tender.
7. Successful bidder has to undergo / enter into contract with GMU.
Tender without providing above required documents/information is liable to be rejected forthwith.
Incomplete applications shall be summarily rejected and right to reject any or all the tenders
including the lowest without assigning any reason thereof is reserved with the Managing Director
issuing the tender.
The Managing Director of The Goa State Co-operative Milk Producer's Union Limited, Curti Ponda
Goa reserves the right to accept or reject any tender or all the tenders without assigning any reason
threrof and his decision in this regard shall be final. For any legal dispute the jurisdiction will be at
Goa only.
