Description - Description: With a multi-year monitor and evaluation, we want to gain insight into the extent to which the subsidy provided has contributed to achieving the SZW policy objective (effectiveness) and the efficiency thereof. In addition to an accountab ility instrument, the monitor and evaluation are intended as a learning and development instrument; what can we, schools and other stakeholders learn from the results with a view to further policy development? The research must consider the degree of success of the scheme as an instrument in its entirety, but must also provide insight into how the scheme has been shaped within the various schools and what is effective in this and what it yields.
