Description: A. BACKGROUND AND OBJECTIVES
1. Public expenditure plays a crucial role in driving economic growth, enhancing social welfare and
achieving development goals. Quality of expenditure relates to maximising the impact of government
expenditures which could relate to the twin goals of efficiency and equity. In a developing country
such as India, a significant part of public expenditure consists of welfare spending, subsidies and
transfers aimed at equity and protection of vulnerable population. The key issues on quality of
expenditure are efficient sectoral allocation aligned with development priorities, technical
efficiency of schemes, and appropriate targeting of welfare & subsidy spending. In India, public
expenditure is driven by both national and subnational governments, and therefore, it is important
to address these issues at both the government levels.
2. In view of the importance of the issues above, Asian Development Bank (ADB) is conducting a high
level study on issues related to quality of expenditures in India. This would provide an assessment
of current status and trends of public expenditure at centre and select states, create an
analytical framework around quality and efficiency of public spending, especially distinguishing
between expenditures in terms of their medium and long-term impact, analyzing issues related to
efficiency and equity for public spending at a high level, and suggest policy recommendations. ADB
is looking to engage a consulting firm to support with this study.
B. DETAILED SCOPE OF WORK
3. The firm will perform the detailed activities mentioned below:
a) Assessment of current trends in expenditures for central government and select nine state
governments, including overall expenditure, and composition of expenditure shares across sectors
and purposes.
b) Identifying the quantum of large subsidies and transfers by the selected governments, based on
public accounts, including those made o
