Description | Description: Scope of Work for the CCE Specialist shall cover tasks A and B as outlined below: A. Development of Framework for National Cultural Creative Economy (CCE) Policy 1. Development of Preliminary Project Report (PPR) ● Prepare a structured Preliminary Project Report (PPR) for the National Mission on Creative Economy – Rachnatmak Bharat Scheme, outlining objectives, target sectors, and expected outcomes. ● Map existing policies and global best practices to ensure alignment with national priorities and sustainable development goals. ● Define the institutional framework, implementation strategy, financial needs, and monitoring mechanisms, incorporating stakeholder inputs. 2. Development of Expenditure Finance Committee (EFC) Note ● Formulate the Expenditure Finance Committee (EFC) Note, detailing budgetary requirements, funding structure, and financial justifications for the mission. ● Establish key performance indicators (KPIs) and impact assessment metrics to ensure efficient resource allocation. ● Coordinate with the Ministry of Culture, Ministry of Finance, and relevant stakeholders to finalize the proposal and secure necessary approvals. 3. Development of Framework for National Cultural Creative Economy (CCE) Policy Research and Analysis ● Conduct a thorough review of existing cultural and/ or creative economy (CCE) policies at the international level. ● Identify key trends, opportunities, challenges, and gaps within India’s cultural and creative sectors that require addressing through an effective policy regime and downstream policy actions. ● Analyze socio-economic impact of CCE sectors on the national economy to inform the policy framework. 4. Preliminary Stakeholder Engagement ● Engage with key action stakeholders including nodal government agencies, cultural organizations, domain/ sector specialists, and other relevant stakeholders to gather inputs and insights on the framework development. ● Consultant shall also develop a |
