Sub: Tender for TPS, GST.SFT and Tax Consultant for Income Tax and GST (Direct and Indirect Tax) work for the Financial Year 2023-2024 and 2024-25,
Ours is a Salary Earners' Urban Co-Operative Bank having working capital Rs.5020.47 Crores as on March 31,2022. We intend to appoint registered chartered accountant firm for TDS, GST.SFT and Tax Consultant for Income tax and GST (Direct and Indirect Tax) work for the financial year 2023-2024 and 2024-25. Bank has implemented core banking Software i.e (Bancs24) at its all branches and head office. Consultancy for Income Tax and GST (Direct and Indirect Tax) is to be carried out accordingly and also examine various aspects connected with the system along with guidelines issued by Reserve Bank of India. Register Co-operative Societies, ICAI (as applicable) from time to time and policies / rules decided by Board of Directors of the Bank.
Basic requirements about the CA Firm are
1. The Firm should be based at Mumbai.
2. The firm should have been registered with ICAI and practicing continuously in India for the last 10 years as on 31.03.2022. Out of that at least 3 years of experience in handling the same task in co - operative Banks.
OR
The Firm should be a private / public limited company and must be registered with Registrar of Companies in India or be a registered partnership firm. The firm should also submit the certificate issued by the Registrar of Firms. Further, such firm must have been in the continuous business of providing Income Tax and GST (Direct and Indirect Tax) consultancy services for the last 10 years
3. The CA Firm should have average turnover of at least Rs.50 Lacs during last three financial years and should not have negative net worth in any of the last three years.
4. The firm should have minimum 2 partners (Qualifying Partners) as on 31.03.2022.
5. The CA Firm should be Income Tax and GST (Direct and Indirect Tax) consultants at whole organization level of at least two Co-operative Banks which have a balance sheet size of more than Rs.2500 crores as on 31.03.2022.
6. The CA Firm should not have been banned / declared ineligible for corrupt and fraudulent practices by the Govt, of India / State Governments / govt, authorities and should not have any disciplinary proceedings pending against the firm with any govt, authority.
PART-I
The detail work for TDS and GST is as follows:
(A) SCOPE OF WORK (TDS)
i) Obtaining data related to 15G and 15H from all the branches. 24Q from HO and 26Q from 21 Branches and One Head office for all quarters of F.Y. 2023-2024 and 2024-2025 to upload the 15G& H copies and filing the TDS Return.
ii) Review of the filed E-TDS returns and rectification/ revision of errors reported/ identified by TRACES
iii) Furnishing copies of E-TDS provisional Receipts and Form 15G and 15H (Hard and Soft/ Scanned copies to Head Office and respective Branches).
iv) Provide the soft copy of Form No. 16 and 16A.
v) Provide Justification reports to all branches and HO.
vi) Act as an advisor/ consultant & advice/ guide the bank in case of any query (ies). amendments in TDS by Income Tax authorities and bank may seek advice in writing or verbal opinion for which bank will not pay any separate fees/charges.
(B) SCOPE OF WORK (GST)
Monthly / Quarterly/ Half Yearly/ Annual Filing of GST returns
(C) General
i) Regular review of the existing system, policies and procedures relating to Goods and service Tax (GST) of the Bank and submitting timely / updates thereon.
ii) Regularly review, analyze GST implication, identify potential risks and made
iii) Changes in operating structure and business transactions under Indirect Tax structure including KYC norms and all other documents required & records to be maintained.
iv) Reviewing the transactions that attract CGST/IGST/SGST even without consideration such as inter-branch transactions, Centralized function of the Bank at HO and branches etc.
v) Regular review and suggest suitable policies to be framed by Department of the bank to comply with GST.
