Tender Enquiry No. 12-6/2023-E&M Dated: 24.04.2023 NOTICE INVITING E-TENDERS (ICAR-CENTRAL MARINE FISHERIES RESEARCH INSTITUTE) E-Tender ID:-2023_DARE_748436_l Online Tenders are hereby invited in single bid system by the Director, CMFRI, Kochi from reputed firms for the work - “Truss work and Roofing for the Marine Ornamental Fish Hatchery at ICAR-CMFRI-KVK, Kavaratti, Lakshadweep under NCDC sponsored project” as per the schedule of Requirements attached (Annexure -I) through the Central Public Procurement Portal www.eprocure.gov.in. Tender documents may be downloaded from CMFRI website www.cmfri.org.in (for reference only) and CPPP website ww^w.eprocure.gov.in as per the schedule as given in CRITICAL DATE SHEET as under:- CRITICAL DATE SHEET Published Date 24.04.2023 Bid Submission Start Date 25.04.2023 Bid Submission End Date 15.05.2023, 04.00 PM Bid Opening Date 16.05.2023, 10.00 AM INSTRUCTIONS FOR ONLINE BID SUBMISSION 1. The tender form/bid documents may be downloaded from the https://eprocure.gov.in/eprocure/app. Online submission of bids through Central Public Procurement Portal (CPP Portal) is mandatory. Manu al/offline bids shall not be accepted under any circumstances. Bidders should enrol/register in the e-procurement module of Central Public Procurement Portal through the website www.eprocure.gov.in for participating in the bidding process. Bidders should also possess a valid DSC for online submission of bids 2. Tenderers/bidders are requested to visit the website https://eprocure.gov.in/eprocure/app regularly. Any changes/modifications in tender enquiry will be intimated by corrigendum through this website only. 3. For Online Bid Submission, as per the directives of Department of Expenditure, this tender document has been published on the Central Public Procurement Portal (URL:http: / /eprocure.gov.in/eprocure/app). The bidders are required to submit soft copies of their bids electronically on the CPP Portal, using valid Digital Signature Certificates. More information useful for submitting the online bids on the CPP Portal is available obtained at “Bidders manual Kit”. 4. For Registration: Bidders are required to enrol on the e-procurement module of the CPP Portal (URL:http .7/eprocure.gov. in/eprocure/app) by clicking on the link “Online Bidder Enrolment”. Enrolment on the CPP Portal is free of charge. 5. While submitting the tender, if any of the prescribed conditions are not fulfilled or are incomplete in any form, the tender is liable to be rejected. If any tenderer stipulates any condition of his own, such conditional tender is liable to be rejected. 6. In case, any holiday is declared by the Government on the date of opening, the tenders will be opened on the next working day at the same time. The Director, CMFRI, Kochi reserves the right to accept or reject any or all the tenders. 7. The interested firms are required to deposit (in original) an Earnest Money Deposit (EMD) of Rs. 28,500/- in the form of Demand Draft/FDR from any of the Commercial bank in favour of ICAR-CMFRI, Kochi may be addressed to Director, CMFRI, Kochi-18 on or before bid opening date and time as mentioned in the Critical Date Sheet. The units registered with Central Purchase Organization (DGS&D), National Small Industries Corporation (NSIC) or the concerned Ministry or Department shall be exempted from the payment of EMD. In such cases, copy of the certificate showing registration with the above mentioned institutions to be uploaded in the respective field of the e-tender in PDF format. 8. The EMD will be returned to the unsuccessful bidders after the orders are placed with the successful bidder. The EMD will be forfeited if the bidder fails to accept the order based on his/her offer (bid) or fail to supply the items. 9. Bidders need not to come at the time of Technical as well as financial bid opening at CMFRI. They can view live bid opening after login on CPP e-procurement portal at their remote end. If bidder wants to join bid opening at CMFRI then they have to come with bid acknowledgement slip that is generated after successfully submission of online bid. 10. The firms are also required to upload copies of the following documents:- I. Technical Bid a. Scanned copy of Firm’s registration, PAN Card and GST Registration. b. Scanned copy of Earned Money Deposit (EMD)/its exemption, if any. c. Scanned copy of Tax deduction statement for the last financial year. d. Scanned copy of Firm’s address/contact details. e. Scanned copy of tender document duly signed by the bidder. f. Scanned copy of price quotation as per Annexure - 1. g. Scanned copy of Contract licence (CPWD/PWD). II. Financial Bid a) Price bid (BOQ) to be filled in Excel format which is available in the tender document. 8.
